Nowadays everyone has been using Computer Graphics, so others think that it's the best and only way to practice. However anatomy and shading are basics that every artist needs, especially computer graphics artists.

The neck is a bit long, and the shoulders don't slope down so steeply. Also, she should have a defined collar bone where some deep shading should be. Nose and lips I think should have a lil darker shading...and a highlight on the lower lip. Perhaps as an extra, you could try to study some ear structure so that Ruri doesn't have flat ears? ^^

Okie...that's about it...there's just one little quirk that kinda pokes at me, but you don't need to worry about it that much. It's probably just me, but the red hair ties look a bit eh...crude compared to her wonderfully detailed and pretty hair. Makes em stand out. Hehe...ah, I'll shut up now.

I like the detail you put in her hair and eyes... :D I think instead of Photoshop skills, what you might want to work on is shading. Although the drawing is in anime style, its shading can be a little "deeper"... ^_^ Some areas such as her neck can be a bit darker, so her chin can stand out. Near the top of her pigtails and her forehead can use more shading too, so her bangs will stand out in front. ^^ Just try to be more daring with your shading, do what you did with the hair~!

If you want to enhance shading skills, I suggest pracice sketching and shading things in black and white, that way you focus on just the shading instead of colours.
