If it's hair, you should soften the hairline a bit, so that it's more obvious (add some wisps of hair or break the bold line a bit with some strokes indicating the individual strands of hair on the scalp) I don't think it's that the forehead is too small - I think it's more that it seems to be protruding at an odd angle. From the brows up, it's bulging outwards. You can correct this by just moving the line inwards, making it a straighter line and flattening the forehead line a bit.
